Question:     Is it allowed for a person who is not an A'alim to write a book on Wasilah or other such issues when it is based on the books written by the scholars and the answers are taken from scholars or from their books?

Answer:     There are a good many number of detailed books and small booklets written by the scholars on the beliefs and the practices of the Ahle Sunnah.  It is better for non-scholars to promote those books instead of trying to write something on their own.  Apart from this, if someone has not studied in a Madarsa or under a scholar, but are aware of all the aspects of an issue and are aware of the relative strength and weakness of the proofs given and have a mastery of writing, then they may write something.  However, ensure that a scholar goes through the book etc. completely.
