Question:     Can we give false documents to get scholarship?

Answer:     There is no allowance in Islam for lies, deception or cheating.  Thus, it is not permissible to show one's income as less than the actual income for getting scholarships or submitting false or doctored documents for benefiting from government schemes and/or funds.

And Allah (Subhanahu Wa Ta'ala) knows best.
