f:340 -    Touching the Holy Quran without ablution
Country : India,
Name : Ali
Question:     Mufti Sahab! Is it compulsory to be with Wudhu before reciting or touching Quran-e-shareef?
............................................................................
Answer:     The Holy Quran is the Word of Allah Most High.  Respecting and honoring it is compulsory for every Muslim, This is the pure speech of Allah Most High.  Touching and holding it in one’s hands when not in a state of purity (Taharah) is not allowed.

As Allah Most High says in the Holy Quran:

No one can touch it except the pure ones. Surah Waqiah (56:79)

Certainly if the Holy Quran is covered there is no objection to touching it.  Recitation of the Holy Quran can be done without ablution.

And Allah Most High knows best.
