Question:
    Assalamalaikum wa Rahmatullah, Mufti Sahab, a certain person does not bath (Ghusl) as per the Shariah and does not perform the Fardh of the bath, but that person offers Salaat.  Another person has said that if that person does not perform the Fardh of the bath, then that person is offering Salaat against the Shariah.

Answer:
    The full bath (Ghusl) demanded by the Shariah has 3 Obligatory (Fardh) acts: Rinsing the mouth, cleaning the nose and pouring water over the whole body in such a manner that not even a single hair remains dry.

If the bath is Compulsory (Wajib) and even one of the Obligatory acts is missed, then the individual still remains impure and Salaat in such a state is invalid.  Moreover such a Salaat is against the proprieties of Salaat and is a strict sin.  

What the person said: He is offering Salaat against the Shariah is correct.  That person should first learn the rules of bathing and perform it properly.  All the Salaat that he has offered in a state of impurity should be reoffered as Qaza.  That person should also learn the Sunnah and the etiquette of the Salaat.
