f:40 -    Hijab without covering face and hands
Country : Inayath Naqshbandi,
Name : Inayath
Question:     Can a woman go out in a Burkha (veil) without covering her face and hands?
............................................................................
Answer:     The whole body of a woman is Satr (to be hidden from unrelated people). It is compulsory for her to hide from any male stranger, except face, two hands and the feet (below the ankles).

Though the face in not included in Satr but out of fear of corruption, the Jurists (Fuqaha) of the later times have instructed covering of the face and prohibited to leave the face uncovered before an unrelated male person. Therefore, it is compulsory for women while wearing the Burqa to cover their hands and their complete body including the face. (Durre Mukhtaar ala Haashiya Raddul Muhtaar’ Vol No. 5, Pg No: 261).
